Procedure for Reinstatement of Membership Following Non-Payment of Annual Subscription

Requirement to Maintain Continuous Membership

All members of the Sri Lanka Library Association (SLLA) are required to maintain their membership continuously by paying the prescribed annual membership subscription on or before 31st March of each year, in accordance with the Constitution, Rules, Regulations and policies of the Association.

Continuous membership in good standing is an essential requirement for retaining the rights, privileges, benefits and professional recognition associated with membership of the Association.

Failure to renew membership by the prescribed date shall result in the member being considered as having ceased to be a member of the Association until such time as the membership is formally reinstated by the Council.

Procedure for Reinstatement of Membership

A member who has failed to continue his/her membership due to non-payment of the annual subscription shall not be permitted to renew the membership merely by paying outstanding membership fees in arrears.

Such a member shall first submit a formal written appeal addressed to the Council of the Sri Lanka Library Association requesting reinstatement of membership.

The appeal letter shall include:

  • The reason(s) for failure to pay the annual membership subscription within the prescribed period.
  • The period during which membership remained inactive.
  • Any relevant circumstances or supporting information that may assist the Council in considering the request.

Consideration and Decision by the Council

The Council shall carefully review each request for reinstatement and shall make an appropriate decision based on the reasons provided by the member and any relevant circumstances.

The Council may:

  • Approve the reinstatement of membership subject to payment of applicable fees and conditions determined by the Council. or
  • Reject the request for reinstatement where sufficient justification has not been provided or where the circumstances do not warrant restoration of membership.

* The decision of the Council shall be communicated to the member through the Secretariat by an official letter

Authority of the Council

The Council shall exercise its authority in relation to membership matters in accordance with the powers vested in it under the Constitution of the Sri Lanka Library Association.

The Council has the authority to formulate, adopt, amend and enforce Rules and Regulations relating to membership payments, categories, rights, privileges, obligations and procedures for maintaining and restoring membership.

Accordingly, no member shall be entitled to claim automatic renewal or restoration of membership by payment of membership fees in arrears without obtaining prior approval of the Council.

The acceptance or rejection of an application for reinstatement shall remain a decision of the Council, based on the principles of fairness, consistency and the governing provisions of the Association

Consequences of Failure to Maintain Continuous Membership

Use of Professional Designation

A corporate member who fails to maintain continuous membership by not paying the annual membership subscription on or before 31st March of each year shall not be entitled to use any professional designation, title or recognition granted through membership of the Sri Lanka Library Association, including the designation of Chartered Librarian, until the membership has been formally reinstated by the Council.

The use of such designation during a period when the member is not a financial member shall be considered unauthorized.

Loss of Membership Rights and Privileges

A member whose membership has not been continued due to non-payment of the annual subscription shall temporarily lose all rights, privileges and benefits available to members of the Sri Lanka Library Association.

Such members shall not be entitled to:

  • Attend or participate in the Annual General Meeting.
  • Vote or exercise any membership rights provided under the Constitution.
  • Hold office or participate in Council, committees or official activities of the Association.
  • Receive member services, professional benefits, concessions or facilities provided by the Association.

Corporate Membership Categories

Corporate members are also required to maintain their membership in good standing by paying the prescribed annual subscription within the stipulated period.

A Corporate Member who fails to renew membership by 31st March shall cease to enjoy the rights and privileges applicable to Corporate Membership, including participation in the Annual General Meeting and access to services and benefits provided by the Association.

Reinstatement of Corporate Membership shall be subject to the same procedure of submitting a written request to the Council and obtaining formal approval

Restoration of Rights After Reinstatement

Rights, privileges and benefits associated with membership shall be restored only after:

  • The Council has approved the reinstatement request; and
  • The member has completed all payments and fulfilled any conditions determined by the Council.
  • Membership rights shall not be considered automatically restored merely upon payment of outstanding fees without formal approval of the Council.
